Busan has the best of many things…

Convenience:
100 things to do: Busan City’s website calls them “100 Amenities”, but I see them as more than that. They divide them into Natural Resources, Park & Greenery, Historical Resources, Cultural Resources & Life Resources.
The Cultural Resources in Busan include:
- Dongnae Jisinbapgi (Ritual to expel evil spirits)
- Dongnae Yaryu (Mask Dance Drama)
- Dongnae Crane & Drum Dances
- Gijang Anchovy Festival
- Fisheries Science Museum
- Busan Museum of Modern Art
- Busanpo Festival
- Busan Biennale
- Pusan Int’l Film Festival
- Int’l Folk Kite Flying Contest
- Busan Sea Festival
- Jwasuyeong Fishing Village Reenactment
- Suyeong Yaryu (Mask Dance Drama)
- Busan Museum
- Busan Cultural Center
- Joseon Tonginsa Parade
- Jagalchi Culture & Tourism Festival
- Dadaepo Hurisori (Fishermen Performance & Song)
- Busan Int’l Rock Festival
Life Resources as they call it are more like “things to do”. From North to South, they are:
- Geumjeong Sports Park
- Dongnae Pajeon (Green onion pancakes) & Sanseong Rice Wine
- Gupo Periodic Market
- Dongnae Hot Springs
- Busan Sports Complex
- Busan Metropolitan City Hall Complex
- BEXCO
- Dalmaji Hill & Haeundae Hot Springs
- Busan Yachting Center
- Millak-dong Raw Fish Market & Restaurants
- Seomyeon Number One St.
- Gwangan Grand Bridge
- Busanjin Fabric Market
- Shanhai Street in Choryang
- Busan Station Plaza
- Panoramic Views of Sinseondae Container Pier
- Gukje Market
- Pusan Int’l Film Festival Plaza and Gwangbokdong Area
- Jagalchi Market

You may want to try Kangsan Travel — http://kangsantravel.com
I’m not sure what your budget is. It would depend on your needs. No offense, but I’m not a travel agent.
There are nice places like the Nongshim Hotel, Skycloud (in Haeundae) and a few others, but they run at least 110-150k/night. If you’re trying to stay within a budget like 40-60k, you’re going to basically get motels that may be considered “love motels”. There was one motel that someone we know stayed in that was reasonable: http://www.sangria-motel.com/info.htm, but this may be considered a “love motel” to some. It’s convenient to the beach from what we heard though.
